Doesn't actually whistle

Maybe it's defective? Does not make a clear whistling sound, have to really use a lot of breath force to get a loud sound out of it, which would not be ideal in an emergency. Again, maybe the one I got is defective, for $5 I wasn't expecting too much.

It will be heard above ambient noise, the roar of engines, breaking waves and thundering gale-force winds. The chambers are designed to self-clear when submerged in water. There are no moving parts to freeze, jam or deteriorate. Whistle is available in multiple colors and has an 115dB sound rating. Included with the whistle is a breakaway lanyard. Whistle comes equipped with a split ring and safety neck lanyard that releases with tension 36" (91.4cm) in length. Fox 40 lanyards are now 3/16" (5mm) rope-style, woven with the Fox 40 brand. Lanyard includes J-hook and button style spring loaded adjustable cord lock.
