Doesn't actually whistle

Maybe it's defective? Does not make a clear whistling sound, have to really use a lot of breath force to get a loud sound out of it, which would not be ideal in an emergency. Again, maybe the one I got is defective, for $5 I wasn't expecting too much.

Whistle comes equipped with a split ring and safety neck lanyard that releases with tension 36" (91.4cm) in length. Fox 40 lanyards are now 3/16" (5mm) rope-style, woven with the Fox 40 brand.
