I purchased two of these for our four cylinders. I ratchet the Aqua Foam and cylinders down at my tailgate. This give me more room to add other dive equipment without the loss of space. There is no sliding/movement. Also I use them at the dive site to layout our equipment.
Perfect for stabilization

This is a great tank stabilizer. It is light and compact and keeps my tanks from rolling in the bottom of the boat. Of course, tanks are not strapped in, so if you use it in a car or truck, it does not secure your tanks against rapid stops or acceleration. But, for a quick, light, and simple solution for bottom-of-the-boat anti rolling, it’s absolutely perfect.
You own your own cylinders or sometimes rent them for local dives and want a means for safe transport. Need a way to stop those tanks from rolling back and forth in you truck bed, boat, or car trunk? 2 Tank EVA flex foam tank rack with durable poly line connectors, is a lightweight design and works great in car trunks, truck beds, and on boats. The Tank Holder will hold most tanks. A must have for the diver with personal cylinders or those who rent for local diving.

If I want to float a scuba tank behind my kayak will they float on these?

Hehe,
great question. This product is not design for that.... but it could work... different tanks have different buoyancies ( anywhere from - 1lb to -15lbs i have seen) and i do not have information on how much weight could this floater have.. but if i needed this would be one to try ( have the same but only use for transporting tanks in my car, and sometimes on friends boats to keep them from rolling away)..
Normally floats designed with that in mind will resemble the one below:
