Can I use these attached to a wall and with bungies to support my tanks while they are standing upright?

dont see why not, given the bungees are attached to the wall and not the foam. the foam would be great padding, just not great to anchor the bungees

There are actually two of the foam racks included in the package which are needed to support the top and the bottom of your tanks. Not sure about the width.

Yes there are 2 in a package as depicted. I use mine in a compartment in my boat so I use 2 sets (4 total). It's much sturdier that way, but may not be necessary for some. I don't have quick access to the racks right this minute, but the divider is about 2 inches wide between the tanks to give you some idea of length.

Yes two racks (for top and bottom), I don't have it in front of me. two and a half or three feet long. Hold three tanks stable in the back of a car.

Will this rack hold steel 80s or is it designed for tanks with a smaller circumference like a standard aluminum 80?

Yes the tank racks will hold steel 80s and any other sizes you may have . They are great for the car and boat.

It holds the aluminum 80 but I use it to hold 2 aluminum 80's and one steel 130 with no problem. I just ensure my tanks are all secured in the bed of my truck.

I used them with aluminum tanks but I don't remember if they could fit thicker tanks, although they were soft cushion(y) material so maybe they would. Unfortunately I don't have them with me so I can't check for you.
