Getting a replacement card even with a new picture should not be a problem. Contact the agency directly to see what their procedure and pricing will be.

What I did was, go to the SSI website and printed out the forms for the replacement card, mailed them a 1 inch by 1 inch photo, $40.00, and a photocopy of my old card. There was a fire back in the late 70's (i think it was then) and a lot of the records from NASDS were either damaged or completely lost in the fire. I had to wait for about 3 weeks but got my replacement card.
