Hey there everyone - I am presently stationed in Bosnia and have taken all my holidays in Croatia. What a beautiful place and amazingly cheap. Dobar dan! Kako ste vi?? He's right. I was stationed in BiH in '97 and '98, and there are some great dives to be had. Split and Makarska have dive shops as well as one in Dubrovnik (I think). There was a great site we went to off the coast of Hvar, too. Turkey and Greece offer clear, warm water and some fairly interesting scenery, also. Gear was in fairly good shape (for rental stuff), it wasn't cheap, but it wasn't astronomically expensive either. Staff was fairly helpful (in a former socialist country where customer service was non-exsistent, this is a compliment), but we were amazed at one boat tour we did off of Split, where the "divemaster" could have cared less if you showed any certification or not. If you're there, make the effort..if nothing else a pivo and slivovitz with your calamari and cevap ci-ci are a memorable after dive experience.
