i purshed a bag like this one in 2003 and it is coming un done at the seems and at the clips and at the back-pack strapof the bag. will this one do the same?

Its impossible to say. You don't state how much use the bag has seen, but 9 years for any sort of dive bag is a pretty good life span. I can only hope mine lasts that long as well.
Is the volume stated correct?
Is it big enough to contain a full set of dive gear?

Akona rates the cubic inches on this bag based on over all internal volume. At 33.5" x 19" this bag is plenty large enough to hold a single divers typical set of gear. (Mask, fins, snorkel, gloves, boots, regulator, bcd and suit)
